The Los Angeles and Long
Beach harbor commissions are scheduled Monday to consider a fee that’s expected
to raise $1.4 billion for bridge, railway and road improvements at the twin
port complex. The proposal calls for placing a $15 charge on all loaded 20-foot
cargo containers entering or leaving the ports by truck or train beginning
